Construction of double-circuit power line 400 kV Czarna – Pasikurowice
Our task was to map out the route of the new connection in such a way as to make maximum use of the construction possibilities in the area of the existing 400 kV line. It should be remembered, however, that the old line to be dismantled has been approached by buildings for more than half a century. We also had to cross the Oder River, the S5 Expressway or active railway tracks. All of this was already a major challenge, and at the same time the work had to be planned in such a way as to cause as little disturbance to the environment as possible.
The project was extremely complex and demanding. We developed several variants of the line’s route and eventually chose and built one that interfered as little as possible with the surroundings and was accepted by local communities.

CHALLENGE
Eltel Network as the project leader was responsible for:
- development of the 400 kV double-circuit power line route concept
- inclusion of the line’s route in the municipalities’ spatial planning studies (SPS) and adoption of local spatial development plans (LSDP) for the line’s route
- obtaining a location decision for a transmission network strategic project (transmission spec-law)
- obtaining an environmental decision for the line route
- acquiring the right to dispose of real estate (796 plots, including reconstruction of SE PAS entries)
- preparation of the application for a building permit, including annexes
- obtaining a construction permit for the double-circuit 400 kV Mikułowa – Czarna – Pasikurowice power line (Czarna – Pasikurowice and Mikułowa – Pasikurowice relations) in and on behalf of PSE SA
- obtaining permits for reconstruction of crossed facilities (total number of reconstructions – 23)
- obtaining a demolition permit for the single-circuit 400 kV Czarna – Pasikurowice line in and on behalf of PSE SA
- development of the construction design for the double-circuit 400 kV line
- construction design for the reconstruction of crossed facilities
- construction design for dismantling the existing 400 kV Czarna – Pasikurowice line
- establishing by notary public an easement of transmission for this line
- administrative and judicial proceedings (180 plots), including before the Voivodeship Administrative Court
- carrying out information, consultation, educational and promotional activities in the field of public communication – inclusion of the investment background in the project, prevention of conflicts
In the course of our works we have faced many challenges, the most important of which were:
- construction of line in a Natura 2000 area
- need to obtain a decision on the location for a transmission network strategic project (transmission spec-law)
- construction of a 400 kV double-circuit overhead line practically on the route of the existing Czarna – Pasikurowice line to power station Pasikurowice. This involved serious implementation constraints for the construction of the new line in the corridor of the existing (active) 400 kV line and the parallel 110 kV lines
- crossing by 400 kV line of obstacles in the form of:
- Oder River with active inland waterways
- S5 Expressway
- important railways
- use of obstruction markings during the day (red and white poles) and at night (obstacle lighting) in connection with air traffic
Thanks to the great commitment of the entire project team, the line’s route was finally designed in such a way as to obtain the environmental decision, acquire rights to real estate from land owners and finally obtain the construction permit within a very short deadline indicated by the Investor.
EFFECT
The final result of our work is to strengthen the national energy security, in particular of the Lower Silesian Voivodship. We have built a 400 kV overhead double-circuit transmission line 400 kV Mikułowa – Czarna – Pasikurowice relation and Mikułowa – Pasikurowice relation on a section of 51 km. We then dismantled the worn-out, single-circuit line from the early 1960s .
The route of the new line covered a total of 769 plots over 51 km and 688 plots for the demolition of the old line. The newly built line is an important element of the transmission relation supplying power to the Legnica-Głogów copper district and the Wrocław agglomeration and serves to lead power from the Turów Power Plant towards central Poland. The investor, PSE SA, took over the newly built 400 kV line for use on 16 November 2021.
During the execution of the works we have deepened as Eltel Networks unique experience in formal and legal services related to the location of power lines, as well as gained new experience related to the demolition of the old 400 kV line.
