Construction of a 400 kV GIS switchgear in a 220/110 kV Jasiniec substation
FACTS
Investor: Polskie Sieci Elektroenergetyczne SA
Location: Bydgoszcz, Kujawsko-Pomorskie Voivodeship
Investment cost: PLN 80 million
Completion: 2015 – 2021
CHALLENGE
The subject of the investment was the construction of an 8-bays 400 kV GIS switchgear in a 2W system in the 220/110 kV Jasiniec substation in order to:
- introduction of a double-circuit overhead power line 400 kV Pątnów – Jasiniec
- introduction of one circuit of a double-circuit overhead power line 400 kV Jasiniec – Grudziądz
- installation of one AT 400/110/15 kV with a power of 330 MVA
The implementation of works included all formal and legal, design and executive matters necessary to perform the task, including:
- implementation of formal and legal works along with obtaining a transmission easement and the final decision on the building permit
- preparation of construction and working designs and as-built documentation
- development and implementation of the Public Communication Program
- construction of a 110 kV overhead bus bridge from AT3 to a 110 kV switchgear along with the construction of a new field No. 10 on R110 kV
- construction of the stand for the autotransformer
- construction of a technological building with internal and external installations
- construction of a cubature building – a pumping station building with installations and a sprinkler cage at the AT3 stand
- delivery and assembly of a 400 kV GIS switchgear with SF6 gas filling and commissioning
- delivery and assembly of control monitoring system with implementation in neighbouring stations and superior centres
- assembly of secondary circuits (including power system protection, control and monitoring system, automatic transfer switch, synchronization system, energy measurements, auxiliary systems)
- auxiliary systems along with the installation of devices and apparatus, wiring and batteries of 220V DC, 48V DC batteries and guaranteed voltage supply 230 V AC
- construction of MV/LV for auxiliary systems along with the power supply with MV cables from the ENEA distribution network
- adaptation of the station’s auxiliary systems to the requirements of the Network Code – NC ER
- assembly of telecommunications systems
- installation of technical protection systems of the station (technical protection system, fire protection installation, fixed fire-fighting equipment)
- construction of the access road, internal roads, land levelling, area lighting, land drainage and station fencing
- line entries to the substation along with the reconstruction of 110 kV and 15 kV power line sections, colliding with the planned location of the 400 kV switchgear
- installation and commissioning of fibre optic lines at the station and in neighbouring stations
- commissioning and acceptance tests
- obtaining the final decision on the occupancy permit
EFFECT
The Jasiniec substation, currently 400/220/110 kV, located in Bydgoszcz (Kujawsko-Pomorskie Voivodeship) is an important element of the National Power System. The equipment located at the substation is used to transform, i.e., change the voltage of the electricity arriving here. Thanks to this, distribution networks are powered, which in practice means, through distribution networks, electricity is supplied to thousands of consumers throughout the country.
The constructed 400 kV GIS switchgear enables:
- operation of the station as a power system node with 400 kV power lines Grudziądz – Jasiniec and Jasiniec – Pątnów, as well as AT3 / 110 kV operation
- introduction of the second circuit of the double-circuit overhead line 400 kV Jasiniec – Grudziądz (bay within the equipped reserve)
- introduction of a single-circuit overhead power line 400 kV Jasiniec – Bydgoszcz Zachód (bay within the equipped reserve, the line currently operating at 220 kV)
- introduction of a 400 kV block line from a new 430 MW unit planned for commissioning at CHP Bydgoszcz II (bay with no equipped reserve)
- installation of a second AT 400/110 kV with a capacity of 330 MVA (bay within the equipped reserve)
The 400 kV switchgear was made in GIS technology in the measurement of 8 bays (including three being a reserve) and equipped with technical infrastructure in accordance with the applicable standards of PSE SA, including: a system of roads enabling free transport and movement around the station area, considering the needs of transporting equipment and apparatus.
The participation of Eltel Networks in the implementation of this investment contributes to the strengthening of energy security and operational reliability of the highest voltage networks in the region, which in practice means a stable supply of electricity to millions of consumers throughout the country.
